First summer in our new build and the water heater died at 18 months

We moved into our house in Smyrna back in March and by July the water heater just gave up, no warning, cold showers for two days. Turns out the builder put in a cheap 40 gallon unit that was already rusting inside, and the plumber who came out showed me the tank was basically done for. Cost me $1,850 to replace it with a proper unit, so if you're in a new build too, did your builder cut corners on the mechanicals or am I just unlucky?
