Why do people sell half a set of dishes and think it's a deal?

Found 6 plates and 4 bowls at a garage sale in Austin last weekend for $8. Looked fine, same pattern, thought I scored big. Got home and realized there were 12 plates and 8 bowls originally, cause the stamp on the back said the set size. Now I got mismatched leftovers that don't even fit my cabinet right. Meanwhile I spent $15 at Dollar Tree on a full set that's plain but complete. The thrift find was cheaper per piece but useless if you actually need to serve more than 4 people. Anyone else grab incomplete sets thinking they'll find the rest later, then never do? Took me 3 trips back to that sale hoping they'd bring out more, nope. I'd rather pay full price for a whole set than play matching games again.
