County sent my EDD paperwork to an address I moved out of 4 years ago

Filled out my annual renewal back in January. Mailed it from my place in Fresno, walked it to the post office myself and everything. Heard nothing for a month, so I called. Turns out they still had a Modesto address on file from when I lived there in 2020, and sent my whole packet there. The new tenants wrote 'return to sender' on it and it eventually found its way back to Sacramento. Lady on the phone was nice enough but said I have to redo the whole thing because it went past the 60 day window while it was lost. So now I get to call the doctor's office again and ask them to refill out the same form a second time. Anyone know if there's a way to update the address so it actually sticks? I told them on the phone and they said they fixed it, but I do not trust that.

Take it one step further and make them prove it while you're still on the phone. Ask the person to read your address back to you out loud and then note the date and their name in your file, because "we fixed it" means nothing if it's just a note in one screen while some other system still spits out Modesto. I'd also update it in writing, mail in a short letter that says "address change" on top and keep a copy, since paper seems to be the only thing that actually moves between their offices. And when you redo the packet, hand it in at a local office if there's one close, or send it certified so you have proof of the date. That 60 day clock was their screwup, not yours, so don't let them put you back at the end of the line twice.
