Paid $900 for a new water heater and it caught fire 3 weeks later

So I noticed my pilot light kept going out back in October. Called a local plumber out in the Northeast Heights and they said the unit was old and needed replacing. Fine. Paid $900 total including install and parts. Three weeks later I smell gas in my garage. Went out there and the damn thing had a flame shooting out the side. Fire department came and said the install was faulty, the vent pipe was put in wrong. I called the company back and they basically said I should have used a different service for the inspection. Did anyone else deal with a contractor blaming you for their bad work? Who do I report this to in Albuquerque, the city licensing board or someone else?
