Cooperative games got me into a fight with my best friend last Friday

We were 2 hours into Pandemic Legacy season 1 and I tore up a card without asking, because I thought it was the obvious call to stop an outbreak in Seoul. She said I was playing like a dictator and it turned into a 20 minute argument about who gets to make the team decisions. So now I'm wondering, do you guys set rules for who leads in co-op games, or does everyone just wing it and risk the friendship? Has anyone else had a co-op session go sideways like that?
