I spent 3 weeks emailing a food bank in Cleveland about organizing a weekend pickup drive and got zero replies. Finally set up a WhatsApp group for my block and now 14 neighbors rotate shifts every Saturday, no paperwork needed. Anyone else just skip the official channels and go straight to neighbors when the system stalls?

Whoa, that's a good point about the "caring" part. Like, people blame the system being slow, but sometimes it's just that nobody in charge actually feels the urgency. Ruth and your neighbor group, they have to live with the results, so it matters more to them.
