Meet at the police station or don't meet at all

Sold a bike frame on CL last month and agreed to meet at a gas station off I-75 in Detroit. Guy shows up 40 minutes late with two buddies in the car, starts lowballing me by $60 while one of them circles around to my trunk. I walked away and listed it again, but now I check every buyer's name on reverse phone lookups before picking a spot. Why are people still doing parking lot deals at random places when most police departments have designated exchange zones? Has anyone else had a meetup turn sketchy in a hurry?
