Am I the only one who waits until job offer time to ask about salary?

I skipped the pay question through 4 rounds with a company in Austin because I figured we'd sort it out at the end, and their offer came in $11k below what I needed. Ask in the first call what range they have budgeted, because waiting just wastes everyone's time.
