My rain barrel setup in Portland overflowed during that heavy rain in April

The diverter hose from the downspout came loose, so all the water just poured onto the ground instead of filling the barrel. I had to go out in the storm to reattach it and add an extra zip tie to secure it better. Has anyone else found a more reliable way to keep those connections tight during heavy downpours?

Actually, that overflow is a huge waste of free water.

Wait, isn't that overflow water often runoff from farms or streets? I read that it can have fertilizers or other stuff in it, so it's not exactly "free" clean water. Letting it just pour into storm drains seems like a missed chance to clean it up first. They could maybe use it for watering parks or something after it's treated.
