Well, the crowds are actually the point if you think about how the place was designed as a museum for immersive, quiet wandering rather than a theme park. Miyazaki specifically wanted it small and low-tech to force people to slow down and notice details, which kind of backfires when everyone shows up at once. Maybe the real crowd issue is just that we're all trying to have a personal moment in a place built for solitary reflection, and that tension is baked into the experience.

Add to that the irony that the little details he wanted people to notice get lost in the shuffle because you can't really stand still and stare at a hand-drawn background when twenty people are trying to wedge past you for a photo.
